今天，国家要鼓励华为“走出去”，不是说国家每年要给华为100个亿或更多资金支持的问题，而是要从国家战略的高度，对华为以及其它国内有能力“走出去” 的大公司给予像发达国家对其重大产业和公司的国际保护政策、产品保护政策、出口推进政策，通过外交手段、政治手段、经济手段和国际法规等，使之纳入国家与国家合作与竞争的双边关系之中。
